A Virginia fly fisherman, Dargan Coggeshall, loses case against landowner with claim to own a section of land under the Jackson River. Interestingly, the Commonwealth of Virginia (as the state is known) lists the section of river as being public access. The state presumes to own the land under the rivers, but it isn’t clear how this relates to property deeds going back to British Monarchy grants from before the state was formed.
